Most Corrupt Counties and Ministries – EACC Survey

A report published by the Ethics and Anti-Corruption Commission (EACC) has revealed that the Kenyans trying to access services in government offices had to pay on average KSh5,889 in bribes in 2021.

The EACC’s recently published National Ethics and Corruption Survey, 2021, was based on responses from individuals of 18 years of age or more in 5,847 households across 47 counties.

Kenya Police

The survey found, perhaps not surprisingly, that by far and away the police ‘service’ is the most corrupt government agency. (See table below)

Looking at county governments the EACC cited Mandera County as the most corrupt devolved uni. (See table below)

The most common form of corruption and unethical conduct in public office encountered was bribery (50.3%), ‘Favouritism’ (22.9%), delays in service provision (21.6%), abuse of office (13.3%), and poor service provision (13.2%).
